Le Billet Le flou d'appartenance : la diaspora à l'épreuve de la RelationMon dernier ouvrage, D'une rive à l'autre, publié aux éditions Légende (Porto Novo, Bénin), s'ouvre sur une réflexion consacrée à ce que j'appelle le flou d'appartenance des diasporas d'origine africaine. Car les politiques des États envers leurs populations établies hors du continent réunissent aujourd'hui, sous un même mot, des réalités pourtant distinctes. Il me semble nécessaire d'en reconnaître trois. Regardons d'abord les ressortissants de l'extérieur : ces citoyens africains qui vivent hors de leur pays tout en conservant leur nationalité. Leur participation à la vie politique, économique et sociale relève de l'exercice de la souveraineté nationale. Ils sont liés à l'Afrique par la citoyenneté. Second regard, la diaspora historique, née de la traite atlantique. Le Bénin, le Ghana ou la Sierra Leone ont lancé des initiatives pour reconnaître ces âmes dont le sang porte l'empreinte du continent sans qu'elles aient jamais connu le grain de son sol. Leur lien repose sur une mémoire longtemps interrompue, jamais tout à fait effacée. Ils sont liés à l'Afrique par la mémoire. Enfin, un troisième regard : la diaspora d'origine, cette diaspora contemporaine, encore prisonnière d'un flou identitaire et juridique. Elle rassemble les descendants des migrations volontaires ou contraintes après la traite, parfois nés de familles mixtes, porteurs de deux, trois, quatre pays d'origine, parfois davantage, et qui n'ont pour la plupart pas reçu en partage la nationalité de leurs ascendants africains. Cette diaspora tient au continent par la mémoire du sang, indirectement par le sol, mais pleinement par la relation. Une relation qui, dans le prolongement de la pensée d'Édouard Glissant, ne lui est pas donnée : elle se construit dans le retour, la transmission, la création, la coopération et la responsabilité envers le continent. Là réside peut-être l'essentiel. Les ressortissants de l'extérieur sont liés à l'Afrique par la citoyenneté, la diaspora historique par la mémoire, et la diaspora d'origine est appelée à l'être par la relation. Et si la relation était précisément ce qui dissipe le flou d'appartenance ? Une question demeure : comment les États africains entendent-ils reconnaître juridiquement ce troisième visage de la diaspora ? Comment repenser la citoyenneté de la diaspora contemporaine sans conditionner celle-ci à un retour sur le sol ? Et si la relation devenait, elle aussi, un critère d'appartenance à la nation ? Car si le sang rappelle une origine et si le sol inscrit une appartenance, c'est peut-être la relation qui fonde l'avenir. Elle ne se reçoit pas en héritage. Elle se choisit, se cultive et se construit. C'est de cette question qu'est née Return54 : avant tout projet de retour viennent l'information, les données, la connaissance structurelle. Maison 54 y contribue et ambitionne de rassembler autour d'un « Wikipedia du retour sur le continent africain ». | ||||||||||||||||||||

02 CRÉATION De l'idée au concept : un service de transport premium sur le corridor Abidjan - LagosCe mois-ci, Maison 54 a accompagné la phase de conceptualisation d'un projet porté par un particulier établi en France, évoluant depuis près de 25 ans dans le secteur du transport urbain, et qui réfléchit aujourd'hui à un retour sur le continent. Le projet vise à développer un service de transport premium (faible capacité et services de standing) sur le corridor Abidjan - Lagos, reliant la Côte d'Ivoire, le Ghana, le Togo, le Bénin et le Nigeria sur plus de 1 000 kilomètres et quatre frontières. Cet axe stratégique concentre plus de 75 % du PIB de la CEDEAO et bénéficie d'importants projets d'infrastructures régionales. Le rôle de Maison 54 : transformer une idée de projet en un concept structuré, en clarifiant son positionnement, son expérience client, sa clientèle cible et ses premières orientations économiques. À ce stade, le concept est suffisamment défini pour entrer dans une nouvelle phase. Maison 54 passe désormais le relais. La prochaine étape consiste en une étude de faisabilité menée par les experts et opérateurs compétents afin d'évaluer les dimensions techniques, réglementaires, opérationnelles et financières du projet. | ||||||||||||||||||||

03 RECHERCHE Le Regard du mois :

Chaque mois, un pays africain exploré à travers Return54. Ce mois-ci, la Zambie : ancienne colonie britannique (première présence en 1891, indépendance en 1964), sans lien direct avec l'axe de la traite atlantique, près de 22 millions d'habitants en Afrique australe, une devise, « One Zambia, One Nation ». |
Trois chiffres suffisent à poser la question du retour. La Zambie a produit 890 346 tonnes de cuivre en 2025, un record, et vise à tripler sa production d'ici 2031 : l'emploi minier direct passerait de 56 000 à 200 000 postes, auxquels s'ajouteraient 300 000 emplois indirects. En 2023, le pays n'a diplômé que 800 étudiants aux standards reconnus par l'industrie minière, dont un sur cinq seulement au niveau technicien attendu. Et 57 % des médecins formés en Zambie exercent aujourd'hui à l'étranger.
Un demi-million d'emplois à ouvrir d'un côté, huit cents diplômés par an de l'autre. L'écart n'est pas un problème de recrutement, c'est un appel.
Quatre angles du retour :
| · | Géographique : s'installer. La Constitution de 2016 autorise la double nationalité, et qui l'avait perdue avant janvier 2016 peut la faire rétablir auprès du Citizenship Board. La naturalisation s'ouvre après dix ans de résidence, cinq pour le conjoint d'un citoyen. |
| · | Mémoriel : la reconnexion. Les chutes Victoria, que le pays nomme Mosi-oa-Tunya, « la fumée qui gronde » : le nom d'avant l'explorateur, gardé. Le musée de Livingstone : la rencontre coloniale exposée plutôt qu'effacée. La Freedom Statue de Lusaka, l'homme brisant ses chaînes : 1964, et la ville qui abrita en exil l'ANC, la SWAPO, la ZANU et le MPLA. |
| · | Économique : où investir. Le ministère des Affaires étrangères a ouvert un portail dédié à la diaspora, guichet d'entrée pour investir et s'informer. Et la Banque de Zambie a relevé de 5 % à 23 % le plafond de participation des non-résidents aux adjudications de dette locale, ouvrant bien plus largement le marché obligataire aux investisseurs de la diaspora. Secteurs porteurs : énergie, agro-industrie, mines et services associés, tourisme. |
| · | Intelligence : le brain regain. Le déficit de formation est une porte ouverte. Les mines cherchent ingénieurs, métallurgistes, géotechniciens, environnementalistes et responsables d'exploitation ; la santé, l'énergie, l'agro-industrie et la formation technique elle-même complètent la liste. |

The blur of belonging : the diaspora put to the test of Relation
My latest book, D'une rive à l'autre, published by éditions Légende (Porto Novo, Benin), opens with a reflection on what I call the blur of belonging of diasporas of African origin. State policies towards populations settled outside the continent today gather, under a single word, realities that are in fact distinct. Three of them deserve to be named.
First, nationals abroad : African citizens who live outside their country while keeping their nationality. Their participation in political, economic and social life belongs to the exercise of national sovereignty. They are bound to Africa by citizenship.
Second, the historical diaspora, born of the Atlantic slave trade. Benin, Ghana and Sierra Leone have launched initiatives to recognize those souls whose blood carries the imprint of the continent though they have never known the grain of its soil. Their bond rests on a memory long interrupted, never quite erased. They are bound to Africa by memory.
Third, the diaspora of origin, this contemporary diaspora, still held in an identity and legal blur. It gathers the descendants of the voluntary or forced migrations that followed the slave trade, sometimes born of mixed families, carrying two, three, four countries of origin, sometimes more, and who for the most part did not receive the nationality of their African forebears. This diaspora holds to the continent by the memory of blood, indirectly by the soil, but fully by relation. A relation which, in the lineage of Édouard Glissant's thought, is not given to it : it is built in return, transmission, creation, cooperation and responsibility towards the continent.
Perhaps that is the essential point. Nationals abroad are bound to Africa by citizenship, the historical diaspora by memory, and the diaspora of origin is called to be bound by relation. What if relation were precisely what dispels the blur of belonging ?
One question remains : how do African states intend to recognize, in law, this third face of the diaspora ? How can the citizenship of the contemporary diaspora be rethought without making it conditional on a return to the soil ? And what if relation to one of its countries of origin became, in its own right, a criterion of belonging to the nation ?
For if blood recalls an origin and soil inscribes a belonging, it is perhaps relation that founds the future. It is not received as an inheritance. It is chosen, cultivated and built.
It is from this question that Return54 was born : before any return project come information, data and structural knowledge. Maison 54 contributes to it and aims to gather people around a « Wikipedia of return to the African continent ».

From idea to concept : a premium transport service on the Abidjan - Lagos corridor
This month, Maison 54 supported the conceptualisation phase of a project carried by an individual based in France, who has worked for nearly 25 years in the urban transport sector and is now considering a return to the continent.
The project aims to develop a premium transport service (low capacity and upmarket services) on the Abidjan - Lagos corridor, linking Côte d'Ivoire, Ghana, Togo, Benin and Nigeria over more than 1,000 kilometres and four borders. This strategic axis accounts for more than 75 % of ECOWAS GDP and benefits from major regional infrastructure projects.
The role of Maison 54 : turning a project idea into a structured concept, by clarifying its positioning, its customer experience, its target clientele and its first economic orientations.
At this stage, the concept is defined clearly enough to move into a new phase.
Maison 54 now hands over. The next step is a feasibility study led by the relevant experts and operators, to assess the technical, regulatory, operational and financial dimensions of the project.

Zambia

Each month, an African country explored through Return54. This month, Zambia : a former British colony (first presence in 1891, independence in 1964), with no direct link to the Atlantic slave trade, nearly 22 million people in Southern Africa, and one motto, « One Zambia, One Nation ». |
Three figures are enough to raise the question of return. Zambia produced a record 890,346 tonnes of copper in 2025 and aims to triple output by 2031 : direct mining employment would rise from 56,000 to 200,000 jobs, with a further 300,000 indirect jobs. In 2023, the country graduated only 800 students from institutions meeting mining-industry standards, and just one in five held the technician-level qualification required. And 57 % of the doctors trained in Zambia now practise abroad.
Half a million jobs to open on one side, eight hundred graduates a year on the other. The gap is not a recruitment problem, it is a call.
Four angles of return :
| · | Geographic : settling in. The 2016 Constitution allows dual nationality, and anyone who lost their citizenship before January 2016 can have it restored by the Citizenship Board. Naturalisation opens after ten years of residence, five for the spouse of a citizen. |
| · | Memorial : reconnection. The Victoria Falls, which the country calls Mosi-oa-Tunya, « the smoke that thunders » : the name from before the explorer, kept. The Livingstone Museum : the colonial encounter displayed rather than erased. The Freedom Statue in Lusaka, a man breaking his chains : 1964, and the city that hosted in exile the ANC, SWAPO, ZANU and the MPLA. |
| · | Economic : where to invest. The foreign ministry has opened a dedicated diaspora portal, a single entry point to invest and stay informed. And the Bank of Zambia raised the non-resident participation cap in local debt auctions from 5 % to 23 %, opening the local bond market far wider to diaspora investors. Sectors to watch : energy, agribusiness, mining and related services, tourism. |
| · | Intelligence : the brain regain. The training gap is an open door. Mining is looking for engineers, metallurgists, geotechnical specialists, environmental engineers and operations managers ; health, energy, agribusiness and technical training itself complete the list. |
